Before 1970
Individuals entered universities based on merit which benefited the English-educated Tamils who did well in the examinations.
In 1970
Ceylon government introduced 'Standardization' policy. Tamil students will have to score higher marks than the Sinhalese students to enter the same courses in the universities. Integrity of university admissions policy was tampered with by using ethnicity as basis.
In 1972
'District quota system' was introduced. Admission was no longer based solely on academic results anymore. It limits the number of students from each district in Sri Lanka to enter universities, which was a great setback for Tamils as their entries now are further restricted.
By 1977
University admissions had become a focal point of conflict between the government and Tamils as they considered it as discrimination against them.
Sad to say, this system is still in place today...
